Understanding Property Assessment

Property assessment is the estimated value a local assessor places on your property as of January 1st to determine your share of local property taxes for funding schools, roads, and local services. This value is calculated by certified assessors using comparable sales, property characteristics (like size, condition, upgrades), and physical inspections, with the goal of equitable taxation across the community.  To distribute the local property tax levy fairly; if your home is 1% of the t's total assessed value, you pay 1% of the total taxes. 

 

Equalization: The DOR then creates an "equalized value" for the whole municipality to ensure fair distribution of state-level taxes and aids between communities.

Tax Payments - Paying in Full

 When you receive your property tax bill in December, you have two options to pay your taxes. The first option is to pay your taxes IN FULL.  To pay your taxes in full, you will pay the entire amount due to the TOWN OF HIGHLAND TREASURER (as listed on your tax bill) no later than January 31st.  

Tax Payments - Paying in Installments

The second option is to pay your taxes in installments.  If you choose to pay installments, you must pay your first installment, which is the first half of taxes along with any special assessments and charges,  to the TOWN OF HIGHLAND TREASURER (as listed on your tax bill) no later than January 31st.


Once you have paid your first installment of property taxes on time, your remaining balance is considered Postponed.  That means that between February 1st and July 31st you may continue to make payments on your second installment of taxes without interest or penalty accruing.  All "postponed" or "second installment" payments are due to the IOWA COUNTY TREASURER.  

Failure to Pay Your First Installment

 You may choose either payment method above, but at a minimum you pay your first installment by January 31st.  If you fail to pay the first installment on time, your entire balance of taxes due will be considered delinquent and you will lose the option to pay in installments.  Interest and penalty will begin accruing on the entire tax amount until it is paid in full. 

Updating Your Mailing Address

Your address for property taxes is maintained by the Iowa County Treasurer's Office.  The fastest way to update your address is to submit a request an address change online by using the Ascent program. Simply search your property (by name, PIN, or address) and at the top of the page under "Mailing Address" click "Request Mailing Address Change". 

Understanding your tax bill

What's a Mill Rate?

A mill rate, also referred to as the tax rate, is a figure representing the amount per $1,000 of the assessed value of property.  This rate is used to calculate the amount of property tax due annually.


Example Mill Rate:

$1,000.0000 (Total Levy of All Taxing Jurisdictions)/$25,000,0000 (Total Assessed Value of the Municipality) = $0.04

 0.04 x $1000 = $40 per $1,000 of assessed value

What's a Taxing Jurisdiction?

Eligible Taxing Jurisdictions in the State of Wisconsin include:

  • State Government (currently not charging property taxes)
  • County Governments (i.e. Iowa County)
  • Local Municipal Government (i.e. Town of Highland)
  • Tech School Districts (i.e. SW WI Technical College)
  • Local School Districts (i.e. Highland Community Schools or Riverdale School District)
  • Sanitary Districts or Lake Districts

*Emergency Service Districts such as Fire or EMS are not an eligible taxing entity. You may see a code on your tax bill showing that your property is covered by a certain district, but your local municipal taxes cover these costs and separate levy should not be charged.
